ESAC Staff

	Jane McCoggins, Executive Director, has over 25 years experience in association and non-profit organization management and holds a degree in business management and marketing from Baylor University. She also serves as Executive Director of the Certification Institute. Jane managed the start-up and operations of a Small Business Incubator for the Southeastern Technology Center in Augusta, Georgia and also worked for 10 years with the non-profit American Association of Petroleum Geologists in Tulsa, Oklahoma.
	Jay Morgan, General Counsel & Director of Regulatory Services, provides ESAC with the benefit of 25 years of legal and regulatory experience. Before joining ESAC, Jay served for 10 years as Deputy Commissioner and General Counsel for the Arkansas Insurance Department. Prior to that, he served as general counsel, vice president, and secretary to the board of directors of a regional bank holding company based in central Arkansas. Jay holds an accounting degree from the University of Arkansas and is a graduate of the University of Arkansas School of Law. He is a member of the American, Arkansas and Pulaski County Bar Associations.
	Elisabet Bell, Associate Director, brings over 15 years administrative experience to ESAC, including two years as an employment and social security law case manager. She earned a BA in Biology from Hendrix College and holds a license in cytogenetics. Lis provides support to ESAC and its accredited PEOs, oversees the completion of required PEO reporting, administers the PEO client assurance program and assists with the services performed by the Certification Institute.
